Every organized United Effort can have a minimum, monthly contribution required of every member. This minimum would be the maximum amount of money that the poorest member could afford. Although there could be a minimum, there would be no maximum, allowing the richer members to contribute more.
For example, let's say that 12 people formed their own, little United Effort. In council, they decide that they each can contribute $20 to the United Effort each month. Some of them, specifically three of them, say they think that they can contribute $50 each month. So, every month, the fund should receive a minimum of $240 and perhaps as much as $330.
These minimum contribution amounts can be determined by the general council and accounted for by the financial council. This can be a standard for membership, with penalties involved for late payments or lack of payment. If financial hardship is involved, the minimum contribution amount can be reduced to reflect the new situation. All of these policies (or others) can be enacted as determined by the general council through the law of common consent.
